This tutorial was written in pspx but should work in other versions.
Tools needed
Tube of choice
Scrap-kit
Mask (SaraWordsMask)
Mask in the supplies
Put the mask in your psp mask folder
Scrap-kit Hope PTU from Jessica
Download HERE
I am using the artwork from Angie Monasterio
You have to have a Lic to use her artwork so I can't supply it
Open new white image 600x600
Copy and paste paper 14 as new layer
Layers,load save mask from disc
Find SaraWordsMask and apply
Layers merge group
Copy and paste frame 5 as new layer
Resize if you want
Add a paper in the frame if you want
Copy and paste the tube you are going to use as new layer
Copy and paste wordart 1 as new layer
Place on the bottom of your tag

Drop-shadow frame.wordart and tube settings below

Black
Add what elements you want on your tag
Jessica has made heaps I think I got carried away lol
When finished add your name and any copyrights
Layers merge all
Save
